Robles by the National Assembly. The Guard surrounded the Assembly Building March 26 after a special meeting was ordered by Panama's other President, Max DelValle, to revise the nation's electoral code. There was no indication whether the troops, supporting Robles, would permit the deputies to pass their ranks.
