In a picture taken on January 19, 2012 a rail passenger waits for a train on the platform at Clapham Junction train station in south London. Delays in rail transport, communication networks cut and damaged public monuments: these are some of the problems caused by an metal theft, an increasing problem which the British government have decided to attack.
