Xiniwe, of the Thembu, isiXhosa-speaking people, was born and lived in the Eastern Cape. In 1881 he studied at the Lovedale mission station in Eastern Cape Province as an advanced student, based on the recommendations of the Reverend Edward Solomon of Bedford. For several years, he worked as a teacher, before becoming a community leader, proprietor, social entrepreneur and hotel owner. In 1884 he presented a paper at the Native Educational Society, in which he stressed that the time had come for Africans to become members in Parliament. He joined Imbumba Yama Nyama (aka the South African Aborigines Association) and later became a leader of the South African Native Congress.
